Rules for reviewing articles

  1. The scientific direction (profile) of the journal: the organization of the judiciary and law enforcement; justice; criminal process; theory of operative-search activity. The article submitted to the editor must correspond to the profile of the journal and the topic of the next issue.
  2. The materials published earlier or proposed in several magazines are not accepted for consideration.
  3. Articles are published in the journal on the basis of internal review carried out by the editorial staff. After the deadline for submitting materials for the next issue of the journal (September 1, April 1, July 1 and October 1 of the current year), the author's article is sent within 14 days to the reviewer for the preparation of the review. The reviewer is appointed by the decision of the editorial board of the journal. The reviewer may be a member of the editorial board, which has had publications on the subject of the article under review during the last 3 years and is a specialist in the field of publication. Preparation of the review is free of charge. The period for preparation of the review is 14 days after the receipt of the materials. In the absence of a specialist in the research profile, the materials are sent to an external reviewer at a higher educational or research institution, as determined by the editorial board of the journal. The deadline for external review can be increased by 7 days. The external reviewer's signature must be certified at the place of employment by the seal. The reviewer can not be its author (co-author) of the article under review. The review should indicate that the article does not contain plagiaric and compilation points. The reviews are kept in the publishing house and in the editorial office of the publication for 5 years.
  4. Editorial board of the journal is entitled to reduce and correct the sent articles.
  5. The decision to publish is taken by the editorial board of the journal on the basis of evaluations of reviewers, taking into account the correspondence of the materials provided with the thematic focus of the journal, their scientific significance and relevance.
  6. The manuscript is reviewed confidentially. The disclosure of confidential details of the manuscript review violates the rights of the author of the manuscript. Violation of confidentiality is possible only in case of a declaration of unauthenticity or falsification of materials, in all other cases, its preservation is mandatory.
  7. The editors of the publication send copies of the reviews or motivated refusals to the authors of the submitted materials.
  8. The article accepted for publication, but in need of improvement, is sent to the author with editorial comments. The authors must make all necessary corrections to the final version of the manuscript and return the corrected text to the editors, as well as its identical electronic version along with the original version and the cover letter of the editorial board. After the finalization, the article is re-reviewed and the editorial board decides on the possibility of publication. Articles sent to the authors for correction must be returned within the period determined by the editorial board. The return of the article at a later date changes the date of its publication.
  9. The editors of the magazine provide copies of the manuscript review to the Ministry of Education and Science of the Russian Federation upon receipt of the relevant request.
  10. The editors of the journal do not store manuscripts not accepted for publication. Manuscripts accepted for publication are not returned.
  11. The editors do not provide information concerning the manuscript (including information on its receipt, content, editing process, etc.), to anyone other than the authors themselves and reviewers. Reviewers are not allowed to make copies of manuscripts for their own needs and it is forbidden to give part of the manuscript for peer review to another person without the permission of the editorial office. Reviewers, as well as editorial staff, do not have the right to use knowledge about the content of the work before it is published in their own interests. Manuscripts are the private property of authors and refer to information that can not be divulged.
  12. If the publication of the article caused the violation of someone's copyrights or generally accepted norms of scientific ethics, the editorial staff of the journal is entitled to withdraw the published article.
